To work, it needs to be connected to a power supply and a backhaul network access. The latter means the device itself should be connected to the internet and a cellular network in order to provide connectivity to its users. This can be done through a single wired connection to the nearest area with internet and cellular coverage or wirelessly through drones and satellites.

Facebook has been pouring efforts to expand the reach of the internet to remote areas of the world. Their newest project is OpenCellular.

It’s a device roughly the size of a shoe box that can provide 2G, 3G, 4G LTE and Wi-Fi networks in a small community. It’s essentially a mini cell site!

The Restricted Access Changed Emergency service is blocked is a notification messages that commonly appears on Moto X, Moto G and Nexus phones. The alert message constantly appears in the notification slider and then disappears. This is not an Android bug or hardware error, but a simple message of the emergency call feature on your phone. While this is a totally harmless message, it does get annoying and frustrating when the “Restricted access changed” data service is blocked or voice service is blocked message always appears on the notification.



So, is there a fix for this notification message? No. This is just a built-in message so there is no need to worry unless you are unable to send SMS or receive calls. If that’s the case, a simple reboot might fix the SMS and call issues. This error message may also occur if you have a faulty Sim card or you swap different sim cards multiple times a day. The message also pops up when you change networks i.e. from 2g to 3g or 3g to 4g and vice versa. And it mainly appears while using mobile data and disappears while connected to Wi-Fi networks. Turning off or switching from 3G to 2G seems to have fixed the problem for some but that really isn’t a fix if you’re trying to use fast mobile data connection.

How to fix Restricted Access Changed notification error on Android phones

Method 1: Blocking Phone notification using third party app

Before you do this, check if your Android device has a built-in feature to disable notifications. This feature may be available in Android 5.0 Lollipop and Android 6.0 Marshmallow operating systems, but some systems may not give access to the “phone” app. Go to settings >> sounds and notifications >> Apps >> Scroll down and tap on “Phone” and disable notification. If your phone doesn’t have that feature, it’s time to give some third party apps a try.

If you Android phone is rooted, there is a fix. You can download apps that can block “Restricted access changed” notification.

  • Download Notification blocker app like this one: Notify Block
  • Open the app >> You will be asked to grant notification access >> Tap “OK”
  • Now on the app uncheck “Hide System Apps”
  • Scroll down and tap on “Phone” (com.android.phone)

Now reboot device and see if the error still persists. Within the notify blocker app, you may find several “Phone” icons. If the above steps didn’t work, try disabling notifications for each of the “Phone” icons on the list.


Method 2: For rooted Devices: Install Notification cleaner app

For this you will need to root your Android and also install Xposed framework. Most rooters will know how to do this.
  • Install Notify Clean and open it
  • Scroll down and tap “Phone”
  • Tap on “Restricted access changed”
  • Now reboot device and the phone notification will be blocked
